A concern

Hi, there. I've noticed for the past couple of weeks you've been creating articles on the "Constituencies of the National Assembly of South Africa". My concern is that there aren't actually constituencies. The constitution, especially Chapter 4 - Parliament, is very vague on how the National Assembly and the Provincial Legislatures must be constituted. It is written "d. results, in general, in proportional representation." According to the Independent Electoral Commission's website, 200 National Assembly MPs are elected from national lists and the other 200 from regional (provincial) lists. It doesn't mention province-wide/nationwide constituencies, only lists.

The IEC or Constitution only makes reference to "constituencies" at the municipal level. Also, in this post from People's Assembly, another website used for basic biographical info on MPs/MPLs, it is specified: "South Africa makes use of a Proportional Representation electoral system. This means that our elected representatives (Members of Parliament) are not elected from geographic areas in the way Ward Councillors are elected in Local Government elections." However, some MPs are assigned to "Constituency Offices" in suburbs/towns/cities by their respective parties once they've been sworn in.

I don't know why it says on the National Assembly of South Africa that seats are allocated in ten multi-member constituencies via party lists, when, in reality, it's simply not the case. I think you're misreading your sources and confusing terminologies used locally. In South Africa the term constituency is generally only used when voters vote for individual candidates on a first-past-the-post basis. This type of election is only used to elect half of municipal councillors. That doesn't mean constituencies, in their broad sense, aren't used in other South African elections. Elections to National Assembly do have constituencies but they're known locally as regions. I have used the term constituency, rather than region, in the articles as this is better understood worldwide.
The Constitution of South Africa is not only silent on the existence of constituencies, it is silent on most aspects of the electoral process. The electoral process is instead detailed by various acts of parliament, the main one being the Electoral Act, 1998 (as amended). Schedule 1A in particular deals with the system for the National Assembly. The following clauses in Schedule 1A are relevant to this discussion:
  • Clause 2a - "One half of the seats from regional lists, submitted by the respective parties, with a fixed number of seats reserved for each region..."
  • Clause 5 - "The seats referred to in item 2 (a) must be allocated per region to the parties contesting an election..."
  • Clause 5a - "A quota of votes per seat must be determined in respect of each region by dividing the total number of votes cast in a region by the number of seats, plus one, reserved for such region..."
  • Clause 5b - "The result plus one, disregarding fractions, is the quota of votes per seat in respect of a particular region."
  • Clause 5c - "The number of seats to be awarded for the purposes of paragraph (e) in respect of such region to a party, must, subject to paragraph (d), be determined by dividing the total number of votes cast in favour of such party in a region by the quota of votes per seat indicated by paragraph (b) for that region."
The seat calculation guide on the Electoral Commission of South Africa website also makes it clear that there are constituencies (regions) in National Assembly elections. On page 2 it says "Before an election, the 200 regional seats are divided between the regions based on the registered population in each...For each region the following calculation is done..."
The sources provided in the articles also state that constituencies are used in National Assembly elections:
  • IFES - "Members on the regional list are elected from nine multi-member districts."
  • Helen Suzman Foundation - "For regional seats the quota is determined, for each region, by the total number of votes in that region and the total number of seats in that region."
Therefore I am confident constituencies are used in National Assembly elections, albeit known locally as regions. If you still have concerns you should raise it at WP:WPE&R and WP:ZA or nominate the articles for deletion.--Obi2canibe (talk) 15:32, 16 May 2021 (UTC)

Removing my content

Hi I edited certain things to the oldest schools in Sri lanka but every time when i add you are removing it from there .

What made you to remove the content as the school which I included was the first muslim boys school in srilanka established in 1884 and its one of the National School in Sri Lanka for which the government of Srilanka had released a commemorative postal stamp by celebrating 125 years in year 2009.

Carles Puigdemont

It's a bit of a shame that a careful attempt to try to improve an article that clearly has issues is met with direct removal of any changes done (albeit not unexpected seeing the controversial subject). If something is seen as point of view, I too appreciate it being corrected, but some facts are unfortunately wrong or have a hidden point of view, a few examples: - the juridical transition was NOT meant to be a constitution but as the name implies a transition to it, which would be written at a later point - the reference to back that many polling stations were closed is from before(!) the referendum... a minority of stations were actually closed, for which I had provided references. - there is no context on why 92% of voters voted for independence, saying that most pro-unity voters didn't vote is not a point of view and can only help the reader - the figures comparing support on independence based on a later vote are probably irrelevant here, the vote was not on a question of independence, saying that 43% voted against is just wrong

On the other hand I agree on the nationality issue, I had missed that discussion!

@Obi2canibe:, could you please indicate where in your view I violat9e core content policies instead of going for an edit war? could you point to a statement that is subjective and/or lacks verifiability?
Please read WP:NPOV, one of the core content policies, thoroughly. WP:NPOV requires content to presented in a neutral manner, without editorial bias. Your entire addition in effect twisted the contents of the lede to suit you own political view - that the referendum/Catalan independence is wrong/illegal - using Wikipedia's voice. Here are some problems with your addition:
  • Describing independence supporters as "pro-indepencence partisans" in Wikipedia's voice is not neutral.
  • Adding that most Catalunya Sí que es Pot supporters oppose independence, which may be true and properly sourced, is slanting the contents to your view that Catalan independence is wrong.
  • You have added that the referendum "faced numerous irregularities" but your source makes no mention of this.
  • Adding "According to Puigdemont's government" before the referendum results, all of which has been sourced in the article, is gaslighting the conduct of the referendum.
You are also reminded that the article is about the Carles Puigdemont, not the 2017 Catalan independence referendum. The lede is meant to be a summary of its most important contents. In your version of the Puigdemont article, the paragraph in the lede about the referendum is twice the size of the the paragraph in the main body of the article about the referendum. None of your additions in the lede is mentioned in the main body of the article. Therefore it is not a summary. It is basically being used to attack Puigdemont because you disagree with his views.--Obi2canibe (talk) 11:19, 8 August 2021 (UTC)
Thank you for your answer. First let me say that I totally appreciate your effort to thoroughly enforce the neutrality of Wikipedia and that I have no intention of making Wikipedia reflect my views (much less attack a political figure, I am very surprised by this statement). I don't think my additions did either, not intentionally at least. As a very quick answer to your 4 points: 1) agreed (I tried to shorten a very long sentence, but did not ponder on partisan vs. supporter), 2) not there in my last addition (although I think reasonable considering the original phrasing), 3) easy to find alternative source, 4) referendum lacked official census, electoral officers defending one of the choices, police blocked online system to communicate results etc.
The current version of the article contained many expressions aimed at suiting a political view: 'Spanish police', 'citizens managed to vote', or '43.5% that voted against independence parties, the rest being non-aligned parties and blank votes' a way of counting support for unity commonly used by pro-independence supporters (hence my previous attempt at nuancing it). But I do agree with your view that providing too much context gives an excessive relevance to the events surrounding the referendum. I propose a minimum agreement that only reformulates the (in my view at least) potentially biased expressions (see latest changes), plus correcting what the transition law was not (a constitution).--Mergulho (talk) 20:07, 9 August 2021 (UTC)

Many people confuse citizenship and nationality, and sovereign state and nation. They are not the same. Yes, no-one can hold Catalan citizenship as Catalonia isn't a sovereign state but that does not mean they cannot be of Catalan nationality.
Several countries recognise separate nations/countries within themselves. The four different areas that make up the UK - England, Scotland, Wales and Northern Ireland - are knowns as countries or nations. Canada recognises Quebec as a nation. In the USA Native Americans are recognised as nations. Indigenous Australians are known as First Nations. And in Spain, Article 2 of the Constitution of Spain specifically states that Spain consists of "nationalities and regions".--Obi2canibe (talk) 14:50, 12 September 2021 (UTC)

Please join this discussion - there is increase in the abuse of Wikipedia and its processes by POV pushers, Paid Editors, and by holders of various user rights including Autopatrolled. Even our review systems themselves at AfC and NPR have been infiltrated. The good news is that detection is improving, but the downside is that it creates the need for a huge clean up - which of course adds to backlogs.

Copyright violations are also a serious issue. Most non-regular contributors do not understand why, and most of our Reviewers are not experts on copyright law - and can't be expected to be, but there is excellent, easy-to-follow advice on COPYVIO detection here.

At the time of the last newsletter (#25, December 2020) the backlog was only just over 2,000 articles. New Page Review is an official system. It's the only firewall against the inclusion of new, improper pages.

There are currently 706 New Page Reviewers plus a further 1,080 admins, but as much as nearly 90% of the patrolling is still being done by around only the 20 or so most regular patrollers.

If you are no longer very active on Wikipedia or you no longer wish to be part of the New Page Reviewer user group, please consider asking any admin to remove you from the list. This will enable NPP to have a better overview of its performance and what improvements need to be made to the process or its software.

Various awards are due to be allocated by the end of the year and barnstars are overdue. If you would like to manage this, please let us know. Indeed, if you are interested in coordinating NPR, it does not involve much time and the tasks are described here.
