New Pages Patrol newsletter April 2024
Hello Whpq,
Backlog update: The October drive reduced the article backlog from 11,626 to 7,609 and the redirect backlog from 16,985 to 6,431! Congratulations to Schminnte, who led with over 2,300 points.
Following that, New Page Patrol organized another backlog drive for articles in January 2024. The January drive started with 13,650 articles and reduced the backlog to 7,430 articles. Congratulations to JTtheOG, who achieved first place with 1,340 points in this drive.
Looking at the graph, it seems like backlog drives are one of the only things keeping the backlog under control. Another backlog drive is being planned for May. Feel free to participate in the May backlog drive planning discussion.
It's worth noting that both queues are gradually increasing again and are nearing 14,034 articles and 22,540 redirects. We encourage you to keep contributing, even if it's just a single patrol per day. Your support is greatly appreciated!
2023 Awards
Onel5969 won the 2023 cup with 17,761 article reviews last year - that's an average of nearly 50/day. There was one Platinum Award (10,000+ reviews), 2 Gold Awards (5000+ reviews), 6 Silver (2000+), 8 Bronze (1000+), 30 Iron (360+) and 70 more for the 100+ barnstar. Hey man im josh led on redirect reviews by clearing 36,175 of them. For the full details, see the Awards page and the Hall of Fame. Congratulations everyone for their efforts in reviewing!
WMF work on PageTriage: The WMF Moderator Tools team and volunteer software developers deployed the rewritten NewPagesFeed in October, and then gave the NewPagesFeed a slight visual facelift in November. This concludes most major work to Special:NewPagesFeed, and most major work by the WMF Moderator Tools team, who wrapped up their major work on PageTriage in October. The WMF Moderator Tools team and volunteer software developers will continue small work on PageTriage as time permits.
Recruitment: A couple of the coordinators have been inviting editors to become reviewers, via mass-messages to their talk pages. If you know someone who you'd think would make a good reviewer, then a personal invitation to them would be great. Additionally, if there are Wikiprojects that you are active on, then you can add a post there asking participants to join NPP. Please be careful not to double invite folks that have already been invited.
Reviewing tip: Reviewers who prefer to patrol new pages within their most familiar subjects can use the regularly updated NPP Browser tool.
Reminders:
- You can access live chat with patrollers on the New Pages Patrol Discord.
- Consider adding the project discussion page to your watchlist.

Irish in Britain Representation Group draft page
Please reinstate the full draft, all the material quoted or drawn on for the page comes from the IBRG archives 1981 to 2000 which have been posted publicly previously on the Lipstick Socialist blog, run by IBRG member Bernadette Hyland, who created the IBRG wiikpedia draft. We are not contraveing copyright , all the material belongs to IBRG. We have no idea who the Anarchist Federation are, mentioned in the reason for deletion... they ,nothing to with IBRG but they have reposted posts that appeared first on the Lipstick Socialist posted by Bernadeette Hyland and written by IBRG member Patrick Reynolds So if anyone has contravened copyright it is this organisation . . Re: File:Norman Lowell campaigning in 2019 MEP election.png
Why was my dispute in the talk page of this file regarding it totally ignored and the image deleted anyway without addressing my dispute?
Mtonna257 (talk) 15:13, 10 April 2024 (UTC)
- The deleting admin was User:Explicit so they would need to give you the official answer. But my likely accurate guess is that they did not ignore your dispute rationale. It's simply that it failed to convincingly address the reason for deletion. WP:NFC is pretty clear on this with
Non-free content should not be used when a freely licensed file that serves the same purpose can reasonably be expected to be uploaded, as is the case for almost all portraits of living people.

The Image seems PD
It seems i improperly uploaded File:Official Portrait of Emperor Haile Selassie I.jpg on The English Wiki, it should and now i have uploaded it on Commons, since according to the "Copyright Act 1956" Any work before June 1956 is in the Public Domain whether Government Works of Private Works, for the Painting dating to 1954, this is because it appears Edward Copnall painted it while Selassie received his Order of the Garter which was in 1954. So this work does appear overwhelmingly to be a 2 Dimensional Photography of an Artwork dated to the early 50s which makes it Public Domain. You could delete it from the English Wiki since again it its supposed to be on Commons CtasACT (talk) 21:55, 16 April 2024 (UTC)

CSD U5
Hi Whpq, I saw you declined a couple of CSD tags I placed under U5 for example here. This draft is not suitable for mainspace, hasn't been edited in 13 years, and is from a contributor who has made not a single other contribution. This kind of misuse of userspace as a de facto webhost is routinely deleted under U5 so I'm quite surprised by your decision. AusLondonder (talk) 07:05, 19 April 2024 (UTC)
- These are drafts in user space. Creating a draft is certainly something that would qualify as writings closely related to Wikipedia's goals. These are drafts for things that quite plausibly could be articles as opposed to a biography of my pet dog Rexie-poo. As such they do not meet the criteria for U5 irrespective of the age of the draft or the amount of other contributions made by the editor. That is not to say that these should not be deleted, but that would need to be through WP:MFD. If these are the being deleted U5, and the community agrees that these should be speedily deleted, then this needs to be reflected in the U5 criteria, or a new CSD created. -- Whpq (talk) 13:28, 19 April 2024 (UTC)
- I disagree with your interpretation of U5 and you are the only admin to reject speedy deletions under this criteria for users who have made few or no other edits. AusLondonder (talk) 16:52, 19 April 2024 (UTC)

File:Bangladesh Football Federation.svg
Hi Whpq. Would you mind taking a look at this edit? You removed the file from Bangladesh national football team per Wikipedia:Files for discussion/2022 December 14#File:Bangladesh Football Federation.svg started by JJMC89. For what it's worth, the same user who added the rationale for this file's use in the national team article has done similar things for files that were removed per FFD or NFCR discussion. Their account is only a day old, so they could just not be aware of why the files were removed. At the same time, their account is only a day old, but they could have just created it specifically to readd files to team articles and avoid using perhaps their primary account. -- Marchjuly (talk) 12:51, 28 April 2024 (UTC)
Acapulco Chair- backwards copy?
Sorry to bother you, but, as the deleting admin, would you mind taking a look at Acapulco Chair and double checking whether it was a copyvio or an unattributed translation from the es:Silla Acapulco article that was later backwards copied and machine-translated to that webpage? (the esWiki article appears to pre-date the website by a few months). I'm really only asking because I'm wondering if I should request a CCI into the article's creator, and I want to see if I should list this example as a unattributed translation or a straight-forward copyvio. Thank you for looking into this. GreenLipstickLesbian (talk) 06:06, 29 April 2024 (UTC)
- I see you've checked. Thanks for looking into it! GreenLipstickLesbian (talk) 00:29, 1 May 2024 (UTC)
- Thanks for spotting this. I've undeleted the article and added the appropriate attribution. A CCI request is justified only if there is a evidence that there is a problem. Usually, this would be five instances of copyright violations. -- Whpq (talk) 00:29, 1 May 2024 (UTC)
- Well, I've definitely found over 5 instances of copyvios, plus a few unattributed translations, plus some dodgy commons files, plus copyright warnings on here and eswiki going back as 2018. I ended up opening a request yesterday, which I hope was the appropriate thing to do. I'm not entirely familiar with CCI (the only other request I've been involved in is one Diannaa filed for me, but I don't think I can expect her to do everything for me lol) Thanks again for looking into the chair article. GreenLipstickLesbian (talk) 09:51, 1 May 2024 (UTC)
I understand the removal of the copyvio-revdel template (I had not dug deeply enough into the websites copyright section to recognize the CC-BY statement), but this additon of the "CC text attribution notice" was probably unnecessary as the copied text had already been removed as irrelevant to the article. WikiDan61ChatMe!ReadMe!! 11:29, 2 May 2024 (UTC)
- I tend to err on the side of caution figuring if it was worthy of rev-del as a copyvio then an an attribution should be added if it is missing. As for the licensing, academic papers seem to hide their licensing in a myriad of ways. sticking in the CC license in the paper itself would be the logical thing to do and sometimes that happens. And then sometimes it is in a separate license link on the web page like here. And I'm pretty sure I've seen an instance of the license statement being a general one for the journal with no mention in the paper or the specific web page. -- Whpq (talk) 15:32, 2 May 2024 (UTC)

Hi, you deleted the Danny Lauter as a former AfD page, but the page is back after being recreated and then moved from Danny lauter, as well as Draft:DannyLauter. The WP:GAMENAME is obvious, but I want to confirm the page is the similar enough to the one deleted by the AfD discussion and completely correct as a candidate of the CSD before I take any further action. I would note that the author has been removing the CSD tags. If it's different enough, would you mind letting me know and I'll hold off? Do you remember User:GrahamBould?
Hello Whpq,
You may be interested in this post at WP:AN, and this related discussion at WP:CCI, involving edits by User:GrahamBould. A lot of their problematic edits from 2006-2009 have been dealt with back then, by you and other volunteers at Wikipedia talk:WikiProject Gastropods/Subpage for organizing CopyVio Cleanup, but some that were missed have now resurfaced. One article had most of its revision history deleted yesterday (1251 revisions spanning 18 years), and there are about 1700 articles that may be affected. As one of the few editors who are still active out of those who were involved in the original cleanup operation, maybe you can remember what happened back then, and have ideas how to best proceed. Non-free images of still living persons
Hi Whpq. Are you using a script or bot to search for possible violations of FREER? I used to use ToolForge page created by someone long ago which listed such images in tabular form, but that page stopped working a few months back. Now, I usually only come across some images through random clicking or scrooling through one of the subcategories of Category:All non-free media. It's not a very efficient approach, so I'm wondering if there's a better way. Perhaps a category page for recently updated non-free images? You also seem to be working in this area so thought you might've figured out a better approach. -- Marchjuly (talk) 07:03, 5 July 2024 (UTC)

PD-NWS
Hey Whpq! I know you deal with a lot of copyright discussions, so I wanted to give you a little checklist for NOAA/NWS-related images. Based on the FFD, as you come across weather-related images in the future, this checklist will probably be fairly helpful.
Is it on a .gov page?
- Yes – Most likely Keep
- No – Delete (Unless it is from a U.S. government social media account on Facebook.com or X.com)
Is it from a branch of National Oceanic and Atmospheric Administration?
- Yes – Most likely Keep
- No – Delete or follow other applicable U.S. Government copyright guidelines
Is it on a webpage of the National Weather Service (weather.gov)?
- Yes – Most likely Keep
- No – Delete
Does the image caption or webpage directly state a copyright symbol (©) for that image or subsequent image group?
- Yes – Delete (Example – "Tornado Photos" tab)
- No – Keep (Example – "Multimedia" tab)
Does the image itself have a watermark?
- Yes – Most likely Keep (Example 1) {Example 1 webpage "Multimedia" tab} + Example 2) {Commons DR}
- No – Keep
Does the image itself have a watermark specifically with the copyright symbol (©)?
- Yes – Delete (Example + Example webpage "Photos" tab) + Commons DR on that image.
- No – Keep (Example) + {Commons DR on that image}
Hope that helps solve some future weather-image questions you may have or find in the future! Cheers! The Weather Event Writer (Talk Page) 20:17, 9 July 2024 (UTC)

U5 for multiple pages
Hello. My articles about Hong Kong transport was deleted under U5 but I didn't have a backup for it. Please can you provide the source for the following pages? I am planning to post these on other non-Wiki sites (aka outside Wikipedia).
- User:HingWahStreet/HK Transport Journal/Issue 1
- User:HingWahStreet/HK Transport Journal/Issue 2
- User:HingWahStreet/HK Transport Journal/Issue 3
- User:HingWahStreet/HK Transport Journal/Issue 4
- User:HingWahStreet/HK Transport Journal/Issue 5
My intention is to make a brief Hong Kong transport news that happened recently, but I didn't know Wikipedia is not the place for that. HingWahStreet (talk) 09:59, 19 July 2024 (UTC)
- I've provided you copies at the above URLs. These are valid for 1 week after which they will disappear. -- Whpq (talk) 11:14, 19 July 2024 (UTC)
- Thanks for that! HingWahStreet (talk) 12:23, 19 July 2024 (UTC)

Is it better to tag NC files like this for speedy deletion per F3 or F9? -- Marchjuly (talk) 04:42, 14 August 2024 (UTC)
- Either works. I personally use F3 but it also qualifies as F9. -- Whpq (talk) 04:44, 14 August 2024 (UTC)
User Tnrajab's uploads
I just tagged a bunch of files uploaded locally by Tnrajab with {{npd}}, but think that many of them (if not all) are the same as the files you and Hoary nominated for deletion at c:Commons:Deletion requests/Files uploaded by Tnrajab. Are they the same? My guess is that this might be someone related to Draft:Tareq Al-Sayid Rajab due to the choice of username and just thinks physical possession makes them the copyright holder of the photos. It might be possible that some are now PD for some reason (like the one with Thatcher and the one with Prince Charles), but that's going to take quite a bit of digging to figure out. -- Marchjuly (talk) 19:32, 11 August 2024 (UTC)
- I don't remember for sure but the self-portrait certainly rings a bell, and the others certainly have the same issues even if they are not the same images. You may wish to check with the deleting Commons admin to verify. -- Whpq (talk) 19:42, 11 August 2024 (UTC)
- Thank you for the ping, Marchjuly. My visual memory is disappointingly vague, but I can say that several, perhaps all, seem very similar to what I listed for deletion. I agree with Whpg. -- Hoary (talk) 22:39, 11 August 2024 (UTC)
- Thanks Whpq and Hoary for taking a look at these. Since I tagged the local files for speedy deletion per F11, things will be resolved one way or the other in a few days. -- Marchjuly (talk) 04:45, 14 August 2024 (UTC)

Administrators' newsletter – September 2024
News and updates for administrators from the past month (August 2024).
- Following an RfC, there is a new criterion for speedy deletion: C4, which
applies to unused maintenance categories, such as empty dated maintenance categories for dates in the past
. - A request for comment is open to discuss whether Notability (species) should be adopted as a subject-specific notability guideline.
- Following a motion, remedies 5.1 and 5.2 of World War II and the history of Jews in Poland (the topic and interaction bans on My very best wishes, respectively) were repealed.
- Remedy 3C of the German war effort case ("Cinderella157 German history topic ban") was suspended for a period of six months.
- The arbitration case Historical Elections is currently open. Proposed decision is expected by 3 September 2024 for this case.
- Editors can now enter into good article review circles, an alternative for informal quid pro quo arrangements, to have a GAN reviewed in return for reviewing a different editor's nomination.
- A New Pages Patrol backlog drive is happening in September 2024 to reduce the number of unreviewed articles and redirects in the new pages feed. Currently, there is a backlog of over 13,900 articles and 26,200 redirects awaiting review. Sign up here to participate!
PVZ CSD declined
Saw this and wanted to know why it was exactly declined. I know I didn't bring an actual criteria from CSD, but since literally everyone in the afd says delete, wouldn't it fit for a speedy per WP:AVALANCHE and WP:IAR? If I really do need a specific criteria, I'd say G14 would match. TheWikiToby (talk) 03:47, 6 September 2024 (UTC)
- I declined it because you pointed to WP:AVALANCHE. That is an essay about early closures of discussions. It is not one of the criteria for speedy deletion. You can request an admin close the discussion early, but that is different from a speedy deletion. -- Whpq (talk) 04:14, 6 September 2024 (UTC)

Administrators' newsletter – October 2024
News and updates for administrators from the past month (September 2024).
- Administrator elections are a proposed new process for selecting administrators, offering an alternative to requests for adminship (RfA). The first trial election will take place in October 2024, with candidate sign-up from October 8 to 14, a discussion phase from October 22 to 24, and SecurePoll voting from October 25 to 31. For questions or to help out, please visit the talk page at Wikipedia talk:Administrator elections.
- Following a discussion, the speedy deletion reason "File pages without a corresponding file" has been moved from criterion G8 to F2. This does not change what can be speedily deleted.
- A request for comment is open to discuss whether there is a consensus to have an administrator recall process.
- The arbitration case Historical elections has been closed.
- An arbitration case regarding Backlash to diversity and inclusion has been opened.
- Editors are invited to nominate themselves to serve on the 2024 Arbitration Committee Electoral Commission until 23:59 October 8, 2024 (UTC).
- If you are interested in stopping spammers, please put MediaWiki talk:Spam-whitelist and MediaWiki talk:Spam-blacklist on your watchlist, and help out when you can.
File:EvangeliaPlatanioti2024.jpg
Hi Whpq. You tagged File:EvangeliaPlatanioti2024.jpg for not having permission, but the uploader subsequently added a link to www{{npd}}
template. The photo can be seen used here, and I'm guessing that it's a copyvio eligble for speedy deletion per WP:F9 because there's nothing to indicate in Sportal.gp's terms of service that its images are released under an acceptable free license. -- Marchjuly (talk) 05:51, 10 October 2024 (UTC)
- Yes it is a copyvio. The terms of use are pretty clear on this being copyrighted material. -- Whpq (talk) 13:39, 10 October 2024 (UTC)
Hi Whpq,
I'd appreciate your advice on the above, which was nominated for Speedy Deletion by another user without specifying a valid criterion and so untagged by you. Having looked at the history etc. this appears to have been written by the subject's 15yo son and then draftified by perhaps a relatively inexperienced new page patroller, when I think it should probably have been speedy deleted under A7 instead (per WP:Drafts "don't draftify junk") as it's a single sentence, wrongly titled, makes no assertion of notability, sole contributor has a COI, may be self-promotion (the author's user page was also a draft autobiography before it was blanked)... Now it's a draft I don't think it's eligible for A7 but speedy del does seem the right way forward. Do I need to PROD / xfD it? YFB ¿ 00:12, 17 October 2024 (UTC)
- WP:PROD only applies to articles and files. You could nominate it at WP:MFD, but I would recommend to just ignore it. Nobody appears to be doing any editing on the draft so it will disappear via WP:G13 in six months without need to waste other editors time in reviewing a deletion nomination. See also Wikipedia:Drafts are not checked for notability or sanity. -- Whpq (talk) 00:28, 17 October 2024 (UTC)
- Thanks, I'd missed that about PROD scope. Will ignore as suggested. YFB ¿ 05:34, 17 October 2024 (UTC)
