In terms of Natlan's government, I'd argue the only real main figure in charge is the Archon themself (Alongside the tribe leaders). Otherwise, the Natlan tribes govern themselves. The speaker's chamber is just their meeting place. I'd argue it's like putting "White House" as the United State's governing body. Would it be better to list it as just "Archon, Tribe Leaders"? A simple answer would be that the Speaker's Chamber isn't just their meeting place - to directly quote the game, "The Pyro Archon presides over this body, which coordinates the various affairs of the Stadium and the six major tribes." If you need further elaboration, feel free to go look it up on the Genshin Impact Wiki.
