Past Tenses

What's up with the strange use of the past tenses all over in this article?

(i. e. 'Was being built' -> either 'was developed' if it is finished, 'is being built' if the game is still under construction or even better 'is built', which is appropriate in all situations)

If I'm not mistaken, it still is a video game. Formulating it like this makes it seem as if the game has been cancelled or completely destroyed, like those copies of the Atari ET game they buried somewhere in a remote desert.
