This image has a description which identifies the author/copyright holder and source, has an appropriate non-free copyright tag and identifies each article this image is used in as well as a rationale for each use

This request has been placed on hold while pending a confirmation of permission. This file already exists on the Italian Wikipedia, however it was a request handled by OTRS so it has been referred to them to confirm trans-wiki use. RegistryKey^(RegEdit) 06:19, 14 October 2015 (UTC)

@RegistryKey: This is a bit complicated, different copyright holders have requested different things:

"POSS-II, the Second Palomar Observatory Sky Survey" states that "Wikipedia" (no language specified) use is permitted, all commercial use explicitly prohibited in ticket. Permission would be from "California Institute of Technology / Palomar Observatory", and credit should go there as well.
Anglo-Australian Observatory are happy with CalTech's response.
For DSS, the situation is less clear, but it seems like Wikipedia only permission with the following acknowledgement: "Use of these images is courtesy of the UK Schmidt Telescope (copyright in which is owned by the Science and Technology Facilities Council of the UK and the Anglo-Australian Telescope Board) and the Digitized Sky Survey created by the Space Telescope Science Institute, operated by AURA, Inc, for NASA, and are reproduced here with permission from the Royal Observatory Edinburgh."
For SSS, similar to DSS, but acknowledgement should read "Use of these images is courtesy of the UK Schmidt Telescope (copyright in which is owned by the Science and Technology Facilities Council of the UK and the Anglo-Australian Telescope Board) and the Southern Sky Survey as created by the SuperCOSMOS measuring machine and are reproduced here with permission from the Royal Observatory Edinburgh."

Comment: We will need a link to the page you took this file from which proves the file's license, as well as the article you'd like the file used on (is it atan2?). If you created this file entirely yourself, without taking it from somewhere else, consider creating an account (it's free!) and uploading it yourself on the Commons. The new logo only differs from the old logo in terms of minor coloration, so replacing the high-quality SVG with an extremely low quality image is not justifiable. Article To Be Used On/Reason For Upload: The Legend of Heroes: Trails in the Sky / I believe that the article would be improved by the use of this image. This image will replace the old image demonstrating combat. The same information would be conveyed, but the spoiler would be removed. I still want to get rid of the spoiler for two reasons. One, the game is plot-heavy. Two, the image is from the second game. This article is about the first game, and I don't want people coming here after beating the first game for additional information to have the second game spoiled for them. See, Wikipedia tries to be as free (as in freedom) as possible, and part of that is that all photos on Wikipedia of living people must be under a free license that allows anyone to reuse the photo for any purpose. I was going to respond to this request but the instructions don't tell how to "partially" fulfill a request (ie. upload and use the image on the article, but with a different license and make the user aware about this ie. if they had reuse of the image in mind, it's not possible). My personal opinion is that this fails WP:NFCC#8; no statement about the book needs to be accompanied by a picture of its cover to be understood. We typically allow the coverpage of the first English publication of a work. However, here the first publication is in a magazine and the image replicates to a substantial extent the text of the story.
