Android 4.0 ICS degrades performance ?

http://www.sony.co.uk/support/en/product/SGPT111GB_S/downloads/android_update_v403 says

Maximum bit rate of Video codec changes. (H.264/AVC 18Mbps to 10Mbps, WMV: 20Mbps to 10Mbps).

Does this really mean it struggles more to play FullHD video ?
