Two different awards described

Unfortunately this article conflates two distinct awards. Prior to the review of the British honours and awards system carried out in the early 1990s, the “Queen’s (or King’s) Commendation for Valuable Service in the Air” was awarded to civilians and military personnel including the test pilots and airline staff cited. Its badge was a pair of wings surmounted by a crown with the text ‘For Valuable Service’ above. From 1994 onwards it was effectively replaced by the “Queen’s Commendation for Bravery in the Air” with a much smaller silver eagle badge. In 1993 the “Queen’s Commendation for Valuable Service” was introduced as an operational award, effectively replacing the British Empire Medal in the ‘one step down from a MBE’ slot, with the leaf cluster emblem depicted in the article. Hence this article really needs splitting into two distinct articles as the two awards are entirely different. Alternatively, the erroneous references to test pilots and airline staff could be removed from this article.

The London Gazette instructions on wearing the emblems make clear the dates of award and different titles of these separate Queen’s Commendations.[1]

The above is correct. I have now created a separate article for the Queen’s Commendation for Valuable Service in the Air. The references to airline staff and pilots have been moved to the new article and the existing article restructured to fully reflect the post 1994 award.
