Title?

This is an article about a law, whose title changed from the bill to the law. The title of this article dates from the bill ("Chemical Facility Anti-Terrorism Standards Program Authorization and Accountability Act of 2014") but the law is different ("Protecting and Securing Chemicals Facilities from Terrorist Attacks Act of 2014"). Shouldn't this article be titled based on the law, not the bill? Also, why is the article focused on the bill in the future or subjunctive tense, given that the law has passed (past? ha ha)? jhawkinson (talk) 19:26, 8 May 2024 (UTC)[reply]
