– There are two issues here.

  1. Heather Cassils's 2016 audience traffic is 10x the traffic of Cassils, Alberta and is the subject of much more media coverage. These facts make the person the WP:PRIMARYTOPIC.
  2. Heather Cassils is incorrectly named. This person self-identifies as "Cassils" and is assertive about asking the media to use only that name. Per WP:IDENTITY and by most sources, Wikipedia should use that name.

I posted related discussions at Talk:Heather_Cassils#Name_of_this_person_is_Cassils and Wikipedia_talk:WikiProject_LGBT_studies#Name_change_issue. Still, I think the move can go forward now. Mmm, I appreciate it was done in good faith, but technically that can be seen as WP:CANVASSING to post a note on one WProject Talk page and not do so on WPCanada, WPAlberta (if there is such a project) WPGeography.   • Neutral on first move Cassils is a commonish Scottish family name, the Alberta village and Heather Cassils both coming from that family name which seems to related to an alternative spelling of Earl of Cassilis, pronounced "Cassils". Cassils (disambiguation) might be better placed over the village, or might not.
Oppose second move there are two parts to WP:PRIMARYTOPIC, passing the second is the easy bit, much more difficult to pass the first criteria for an individual claiming sole rights to a surname. Alternative move If it's important to remove "Heather" from the BLP title as a transgender body performance artist then fine, no objection. The Guardian Heather Cassils: the transgender bodybuilder who attacks heaps of clay so Cassils (performance artist) Cassils (bodybuilder) etc. no problem.   • Disambiguate. It is common for people and places to be named after something bigger, in this case a Scottish family name. The hamlet is by no means the primary topic, and should be moved back to "Cassils, Alberta". But, I am not seeing evidence that the body builder can claim primary topic of a name, and other options for an article title should be considered. 117Avenue (talk) 05:21, 14 August 2017 (UTC)[reply]

@117Avenue: Can you take a look at the incoming links and tell me what you see? I would like to fix incoming links, but I do not see any, and if you see something that I do not I would appreciate if you could tell me what to check next time.
