I have provided a number of reputable, independent sources according to the referencing guidelines (including the New York Times, Los Angeles Times, Museum of Modern Art, St. Petersburg Times, St. Petersburg Chamber of Commerce, Filmmaker Magazine, IndieWire and more) and have also studied the notability guidelines. The subject and the article meet all of the Wikipedia standards and there's nearly 2 references per sentence. It also is vastly more robust than similar articles on similar subjects already featured on Wikipedia. The subjects works have published articles on Wikipedia yet the subject himself does not. I would think this confirms notability and the article draft should be published.

I see that you have added references and resubmitted. I will comment on the second sentence in the lede paragraph, which states: "His films have been compared to the early, avant-garde works of Gus Van Sant, Harmony Korine, John Cassavetes and Robert Bresson, though his peers consider him a rarity in that his films are entirely unique." That sort of statement should not be made in the voice of Wikipedia. If critics have said that, quote them in the body of the article (not in the lede) as saying that. Rather than declining the submission, I will let other reviewers comment. Robert McClenon (talk) 17:41, 24 May 2016 (UTC)[reply]
I would add that the source in question only compares his works with those of Gus Van Sant and Harmony Korine. Not sure where the Cassavetes and Bresson comparisons are coming from; if they're from another source, then you should cite that one in-line. Also, the citation used to support the claim that Fuller is "one of the youngest professional feature filmmakers in history" doesn't say anything to that effect. I would avoid those sorts of comments unless the source you're citing explicitly says so. /wiae /tlk 17:51, 24 May 2016 (UTC)[reply]
