Was there actually a "Higgby Act" passed by Congress in 1901?

This law is not listed in the "Popular Name" tables of U.S. laws, and I could not find it in lists of amendments to the Interstate Commerce Act of 1887; either with the above spelling or alternates such as "Higby," "Higbee" or "Higbie." Prior to the Elkins Act of 1903, the only amendments I've found are:

March 2, 1889, 25 Stat. 855
February 10, 1891, 26 Stat. 743
February 11, 1893, 27 Stat. 443
February 8, 1895, 28 Stat. 643.

It appears that the only ICC-related law passed in 1901 pertained to accident reporting. (March 3, 1901, ch. 866). Caseyjonz (talk) 22:28, 23 January 2011 (UTC)[reply]

Proposed deletion

I have searched the United States Code, a primary source on Federal legislation, and have found no such law or amendment called the "Higgby Act," or any amendment that could be so construed. There were no amendments to the Interstate Commerce Act passed in 1901. Moreover, assuming that this alleged law was sponsored by a member of Congress named Higgby, I searched for this name in the list of members of Congress circa 1901, and found no member with that name.
