The Higgby Act of 1901 strengthened the Interstate Commerce Act of 1887 by regulating rebates to shippers.[citation needed] Railroads were not permitted to deviate from published rates (meaning rebate amounts had to be published). The law was superseded by the Elkins Act of 1903.
