Reporting -vs- discussion of blatant username violations

Please note that these are usually considered mutually exclusive options. Per the instructions for reporting users should not be reported before being given a chance to respond to discussion. For blatant WP:ORGNAME violations that have made at least one edit, blocking is generally the tool of first resort as we issue a “soft” block, which lets them know they cannot use the username they have chosen but encourages them to pick a new one and try again.
