@QHistoryStudent I suggest you take a look at the deletion discussion. It's a learning moment in licensing. You followed the correct steps to upload the image, but what's not freely licensed and is being discussed right now, is the text in the image. In the discussion, the editors explain the context and the reasoning for why it isn't freely licensed, and therefore not allowed on Wikipedia. Contributing images to Wikipedia is a tricky area and licensing is a complex field, so don't feel discouraged.
