Once we get a name, an Imagen Televisión article is a must.

[edit]Creo que el distintivo XHEXI provenía de MEXIco, Distrito Federal... En el sexenio de Salinas fue muy común asignar a las nuevas estaciones distintivos tomados del lugar en que se especificó la estación. (Ejemplos: XHRIC-FM, XHMOY-TV, XHCCG-TV "Cerro Culiacán Guanajuato")

On a procedural note, filing at AN was fine, but for future reference, the correct venue for something like that is Wikipedia:Sockpuppet investigations. In this case, the 16 sox that Drmies blocked have been logged at Wikipedia:Sockpuppet investigations/Шабан Роман Петрович. If you find any more sox, you can file them there.
