- A request for comment seeking to alleviate pressures on the request an account (ACC) process proposes either raising the account creation limit for extended confirmed editors or granting the account creator permission on request to new ACC tool users.
- In a related matter, the account throttle has been restored to six creations per day as the mitigation activity completed.
- The scope of CSD criterion G8 has been tightened such that the only redirects that it now applies to are those which target non-existent pages.
- The scope of CSD criterion G14 has been expanded slightly to include orphan "Foo (disambiguation)" redirects that target pages that are not disambiguation pages or pages that perform a disambiguation-like function (such as set index articles or lists).
- A request for comment seeks to determine whether Wikipedia:Office actions should be a policy page or an information page.

Community feedback is invited.
- In February 2019, the Wikimedia Foundation (WMF) changed its office actions policy to include temporary and project-specific bans. The WMF exercised this new ability for the first time on the English Wikipedia on 10 June 2019 to temporarily ban and desysop Fram. This action has resulted in significant community discussion, a request for arbitration (permalink), and, either directly or indirectly, the resignations of numerous administrators and functionaries. The WMF Board of Trustees is aware of the situation, and discussions continue on a statement and a way forward. The Arbitration Committee has sent an open letter to the WMF Board.

World Water Congress Draft Page
Hi Mazum,
Thank you for your response on the World Water Congress page. You mentioned it was restored by Hut 8.5 as draft but where it actually is? Can you send me the link as where to find it (or path direction, e.g. user > ... > ...) and how to resubmit it again?
Thank you for your help. I'm not a Wikipedia animal and I get confused with so many instructions, tabs, etc etc etc.
Cheers,

Changes later this week
- The new version of MediaWiki will be on test wikis and MediaWiki.org from 9 July. It will be on non-Wikipedia wikis and some Wikipedias from 10 July. It will be on all wikis from 11 July (calendar).

Antoine Hamilton
Dear Masum Reza. I thought about the citation needed marks you added at the ends of the three paragraphs of the lead section of the article Antoine Hamilton. I came to think that the citations needed would probably be very general ones such as to an entire book or encyclopedia article about Antoine Hamilton. I found a possible solution by adding Harvard-type citations. Please have a look and tell me what you think about it. With thanks. Best regards, Johannes. You seem to misunderstand CSD G5
At User talk:CptViraj, you stated that a page created by a blocked user was not in violation of their block, and thus G5 did not apply. This is wrong. A blocked user loses their technical ability to edit any page except for their talk (unless talk page access has been revoked), thus, any edit outside of their talk page (with sockpuppets) is in violation of their block. The topic-ban example is simply to illustrate that if someone, who is not allowed to edit topic X (because of a topic-ban), creates a page about topic Y, G5 does not apply. Blocking, however, applies to all pages (except their talk page). The same is stated in the blocking policy: "pages created by blocked editors are eligible for speedy deletion
" ("speedy deletion" links to G5). Thank you for your contributions to Wikipedia and have a nice day, --MrClog (talk) 12:55, 14 July 2019 (UTC)
- Hello thanks for letting me know of my mistakes. I declined the speedy deletion nomination using a script and it added those automated messages. I will be more careful in future. Masum Reza📞 13:15, 14 July 2019 (UTC)

Martin Concepcion
Why did you decline the speedy for Martin Concepcion? The only functional difference between the version you declined and the original crated page is that I removed a partial copyvio, all the other edits have been figuring out the messy procedure given there's an AfD and DRV running simultaneously. Would you mind self-reverting? Thanks! SportingFlyer T·C 12:09, 18 July 2019 (UTC)
- SportingFlyer, Hello thanks for reaching out. I am sorry to say that G5 doesn't apply as that page has been edited many times by other users. I believe we should continue AfD. Per WP:CSD#G5,
This applies to pages created by banned or blocked users in violation of their ban or block, and that have no substantial edits by others.
Feel free to revert, if I am wrong. Masum Reza📞 12:20, 18 July 2019 (UTC)- Which edit was substantial? —Cryptic 12:28, 18 July 2019 (UTC)
- Cryptic, I agree that there are edits but no substantial edit. But in this diff the speedy deletion per G4 was declined as the previous AfD was marginal. If we delete this now, there will be no chance of this article of surviving the deletion. At least this way, we can prove the subject is either not notable or notable. That's how I feel. Regarding my article titled Rajni Kanabar
Hello Masumrezarock100, This is Nayan from India. I created an article yesterday regarding a person named Dr. Rajni Kanabar. Today, I received a peacock template saying This article contains wording that promotes the subject in a subjective manner without imparting real information. Please remove or replace such wording and instead of making proclamations about a subject's importance, use facts and attribution to demonstrate that importance. Now, I have edited the sentences of what I think were of concern, and have published those changes. I wanted to know if anyone can verify it and remove the template if there is no violation. Secondly, I have received notifications related to the images used. I need assistance in how to proceed in that case. Request you to help me with it. Nayan Eightpetals (talk) 06:21, 19 July 2019 (UTC) Nayan Eightpetals.
- Hello Nayan Eightpetals, the sentences are much better now. But I recommend you to replace some words in the Awards and Recognition section with neutral words. Once it's done, inform me and I'll take a look. Regarding to the images uploaded by you, unless a link to a webpage with an explicit permission is provided, or unless an email from the copyright owner is sent or forwarded to permissions-en@wikimedia.org, the file will be deleted per speedy deletion criteria F11 after Thursday, 25 July 2019 as there is no proof that the author has agreed to release the file under the given license. They can also choose to donate the image to Wikipedia. See WP:DONATEIMAGE for instructions. Another thing, in file summary of
Dr. Rajni Kanabar.jpg
and other photographs, you've stated that those were sent to you. Are you connected to the subject somehow? Masum Reza📞 06:54, 19 July 2019 (UTC)
Thank you for the prompt reply. I have changed the words in the Awards & Recognition section based on your feedback. Request you to review it and help me with your suggestions. Yes, I am connected to the subject as I work in an agency representing them. They had supplied the images to me for editorial purpose. If it could help, I can get permission from the representative of the company the subject belonged to, that has supplied these images to me. If that is possible, then is there a specific template of the letter I need to get this permission on. Nayan Eightpetals (talk) 07:33, 19 July 2019 (UTC) Nayan Eightpetals

Encouraging users to import an indef-blocked user's script from Meta
Can you please not encourage users to import FR30799386's "undo" script hosted on Meta without actually explaining its potential damage? Not everyone here understands what the snippet you so diligently left in their talk pages to easily "copy and replace" the old line with does and your obscured explanation isn't helping. I'm OK with FR's old and Danny's forked version of the script but not with FR's script hosted on Meta. The old version of the script available here isn't damaging and doesn't need to be immediately updated either. No offense to FR, but I obviously don't support a user who's been indefinitely blocked from enwiki to have control over its unaware users via their script placed outside the project. (Diffs for reference: 1, 2, 3) (Writing via mobile; apologies if there are any glitches.) —Rutilant (talk) 20:46, 19 July 2019 (UTC)
- @Rutilant: Hello thanks for reaching out. I only send those messages to those who were still importing FR's script and were listed at Special:WhatLinksHere/User:FR30799386/undo.js. The old script had a bug. I found out that some notices weren't loaded properly when it failed to revert an edit. I asked DannyS712 on en-wiki, then I thought I should ask FR and I did so on meta. FR fixed the bug. After that I nominated the script to make it a gadget on WP:VPT. A WMF employee adviced that the script should use OOUI. I told FR about it and they optimized the script. The script appeared to have some bugs and I struggled to identify those. I told FR and they fixed them. After that, I thought I should set up a beta testing system because I thought some bugs were still present. I never told those script importers explicitly to import the beta version on meta. I gave them two choices. Also I think you should see this discussion first User talk:FR30799386/undo.js. I didn't bother to explain those so called damages because I trust him. Besides a script's page on Wikimedia projects always tells the user to install the script
if you trust the user
. If he does something, he will the one to be globally locked. I always edit by my smartphone as I don't prefer PCs. If anything happens, I will probably be the one first to take damage. But it won't happen, I really trust this guy and I regularly check this script. Please see my and FR's discussion on meta. You should also check the script source code in meta to know how it works and why it won't cause any damage. Also I plan to ask Danny to rollout the beta version after checking it. Thank you. Masum Reza📞 22:31, 19 July 2019 (UTC)I only send those messages to those who were still importing FR's script
Yes, I'm aware. You requested them to import either User:FR30799386's script from Meta or DannyS712's.I didn't bother to explain those so called damages because I trust him.
because... they implemented your requested changes to their script on another project and everyone here should do the same?Besides a script's page on Wikimedia projects always tells the user to install the script if you trust the user.
Yes, but it doesn't "tell" when you might be importing a live-updating script from a user problematic enough to have been indefinitely blocked. If anything happens, I will probably be the one first to take damage. [...] I really trust this guy.
No, you would not; most of them are importing the script via their common.js file, which doesn't get run only on mobile. You trust FR and considering your fascination with this script, I suggest you instead create your own version of it, taking full responsibility, and keeping it updated however you want. —Rutilant (talk) 05:14, 21 July 2019 (UTC)- @Rutilant: I think I didn't explain clearly. They implemented or more specifically rewritten the script to make use of OOJS or OOUI. It is compatible with many mobile browser as well as desktop browsers. This means that the script is now compatible with many browsers than it was. That is why I requested them. Secondly, I watch this script .js file. I am quite active on meta and have full knowledge of how it operates and FR only updates this script when necessary. To answer your third question will have to ask a question. Have you looked at this script's code yet? Yes, I am aware of the fact that some are importing their script via their common.js. But if you were to take a look at the code, you'd see that this script has a
if
condition. This means that this script will load only in Special:MobileDiff subpages which is only available to mobile users per mw:Extension:MobileFrontend. It doesn't matter if a user imported the script via common.js or minerva.js. This script doesn't load on computer skins. Again, I have to ask you to take a closer look at the script's code, some things are better off seeing than explaining. Also I am not that experienced in JavaScript, so I can't take over this script. I hope you understand. Masum Reza📞 05:54, 21 July 2019 (UTC)- None of your "answers" answer my concerns.
[I]f you were to take a look at the code, you'd see that this script has a if condition. This means that this script will load only in Special:MobileDiff subpages[...]
Seriously? The script can be changed by FR including that little if condition, which would have live impact on users here; you're seriously underestimating the potential damage I talked about earlier. You're just repeating yourself and holding on to your misinformed opinions very strongly. I don't think I can really make you think otherwise in any way, so I'm leaving you and your talk page alone and not continuing this discussion with you anymore. Regards, —Rutilant (talk) 06:13, 21 July 2019 (UTC)- @Rutilant: I agree that this script can be changed by FR any time. But he said that his script would get reviewed by a web team from WMF. Besides if he abuses his script, he would be blocked by WMF TS. And I would be the one to first file a report. So I don't think he would try something. He was blocked for sockpuppeting, not script abusing. Contributions are contributions no matter from where those are coming from. You aren't taking a blocked editor contributions as contributions. I concur that there is no point in continuing this discussion. What happened, happened. We can't change the past. The script page says only import script of other users' if you trust them. Trust is what my point here. Masum Reza📞 06:30, 21 July 2019 (UTC)

Hi Masum - Hope you are well and thank you for the feedback on the WinterWonderGrass Wiki page I have been editing. I'm new to Wikipedia from an editing standpoint and am hoping to continue making edits to this page as the event owner. Any help that you can provide would be very much appreciated. I'm having a difficult time pulling up my most recent edit.

User:Masumrezarock100, I just want to thank you for the time you have taken to help me work on my draft. Really appreciate it. Some editors have told me that the tone has improved and there's no problem in that. How do you think of it in general? Once again thanking you, Refluxdonut (talk) 12:45, 19 July 2019 (UTC)
- Refluxdonut, I don't see any problems. But I am not so sure about the lead section. It is obviously better than before. Try asking at WP:TH or IRC help channel. Also photographs you added to the article, are missing evidence of permission. First image is already tagged for deletion as there's no proof that the photographer agreed to release the file under a free license. The images will be deleted unless a link to a webpage with an explicit permission is provided, or an email from the copyright owner is sent or forwarded to permissions-en@wikimedia.org. The copyright holder can also donate the image to Wikipedia. See WP:DONATEIMAGE for instructions. I am not going to tag the second photograph for deletion though. Also, if you are eager to have your draft reviewed quickly, you can ask the AFC reviewer who previously declined your article. Masum Reza📞 13:19, 19 July 2019 (UTC)
- Hi Refluxdonut I've noticed that you overcited some sentences. You don't need to add multiple citation to support a sentence. One citation for a sentence is enough. Two at most. For example, the sentence
Starting in 2014, Earath had multiple concerts in Germany, Russia, Belgium and Italy.
has five citation. I am telling you decrease the number of citations not the number of sources. Don't use a source to cite a sentence twice if another source can verify the same sentence. Also you don't need to cite the lead section as it summarizes the contents of the article. See MOS:CITELEAD. Masum Reza📞 14:04, 19 July 2019 (UTC)- Masumrezarock100, thank you very much for writing to me. I shall ask someone on the IRC to guide me with the lead section. About the photographs, even after reading the formalities I am a bit confused. I want to ask: If I am the photographer and I want to upload my image what do I have to ensure before doing so? Also, there is a new image that I uploaded yesterday which I haven't included in the draft yet. This image was captured by me. However, in the user comments section, it say (c) Ken Rockwell which is a very famous international photographer who sells as well as reviews cameras, in this situation a Nikon D7000 which I had used for the photoshoot. What must I do? Kindly guide me. Regarding the second image, the photo was taken by a freelance photographer. Right after the Award Ceremony we had bought the photo(soft and hard copies) and the rights to it. So I am confused what I have to do in this case with the second photo. Regarding the citations, I shall work on these. Thank you very much for your time. Appreciate it, Refluxdonut (talk) 15:36, 19 July 2019 (UTC)
- @Refluxdonut:, If you want to submit a photograph that were taken by you, you should upload it on Wikipedia or Wikimedia Commons as your Own work. Regarding the second image, when you say that you bought the photograph and it's rights, do you mean that the original photographer permitted you to use the image on Wikipedia or you are the new copyright holder. If its the former case, then they should send permission to our email address. If it's the latter case, then you don't need to do anything else. Also please don't try to mention me by adding my username link on my talk page, talk page owners get notified every time someone edits their talk page. - Oops, sorry didn't know that. Yes, I am the copyright holder of the 2nd photograph. What must I change to the details? Would you mind taking a look at those, if time permits? Regarding the other file that I uploaded yesterday but didn't use yet, in the user comments it shows copyright of some international photographer who sells the lens and reviews the brand of the camera which I used, but in fact the image was captured by me. AfC
Hi Masumrezarock100. I do appreciate your enthusiasm for Wikipedia and as one of the leading proponents for improvement of both AfC and NPP I have been doing my best for many years here to encourage participation from our younger users, and I'm always ready to help. Relisting AfDs
Regarding your relist of Wikipedia:Articles for deletion/American Mullet: Legend of the Silver Fox, AfDs with minimal participation should be soft deleted as if they were an expired prod, per NOQUORUM. It's also worth noting that you relisted this early, which XFDcloser should have warned you about. – bradv🍁 00:35, 26 July 2019 (UTC)
- Bradv and I typed messages at roughly the same time but I just want to point out that NOQUORUM doesn't apply to that discussion because it was a declined PROD. However, in general I agree with his point about NOQUORUM. Best, Barkeep49 (talk) 00:44, 26 July 2019 (UTC)
- Yes, I missed that there was a previous prod. Thanks Barkeep49. – bradv🍁 00:50, 26 July 2019 (UTC)
- Thank you both for coming here and pointing out my mistakes. Yes, XfD closure did warn me that this was early to relist. But I thought it was going to be 168 hours soon, so I relisted that early. I will learn from it and will improve myself. Best, Masum Reza📞 08:10, 26 July 2019 (UTC)

Non-admin actions at AfD
Hi. I was surprised to see that this AfD discussion was relisted by a non-administrator and that this relist happened about an hour before it would have been open for 7 days. In general non-administrators are subject to WP:RELISTBIAS (and I would argue bias towards keep as well for similar reasons) and this clearly did not meet the criteria laid out at Wikipedia:Non-admin_closure#Articles_for_deletion for early NAC closure. Best, Barkeep49 (talk) 00:38, 26 July 2019 (UTC)
- Replied above. Masum Reza📞 08:50, 26 July 2019 (UTC)

- @Rosguill: Oh sorry. I just chose alternative scientific name template while reviewing requests by AFCR script. There was no option like "R from isotopes". Could you fix it for me? Thanks in advance. Masum Reza📞 19:10, 28 July 2019 (UTC)
- tbh the reason I didn't fix it is that despite the current text, I'm not aware of a better redirect template and I think its meaning is clear from context. I just wanted to point it out to see if you had any thoughts. signed, Rosguill talk 21:31, 28 July 2019 (UTC)
French to English Translation
Hello, thank you I appreciate it. I would just like to figure out a way I can add a French translation to a page. I can do it myself since I speak it fluently but I do not know how to get past the restriction for minimum 500 edits. — Preceding unsigned comment added by PoojaCucumber (talk • contribs)
- @PoojaCucumber: Hello, You'll need to be extended confirmed to be able to translate in this Wikimedia project. This means that your account needs to be at least 30 days old and has at least 500 edits. In English Wikipedia, translate tool is only available to extended confirmed users. Fortunately there are some translator here who translate French to English. You can find them here and request them to translate. Also there is a place where you can request extended confirmed user rights, but I don't recommend that. Vast majority of the requests are declined there as most of the requestors don't give a sufficient reason for requesting this user right. Hope this helps. Masum Reza📞 06:11, 29 July 2019 (UTC)

Michael Lawrence biography
Hi, you recently commented on an attempt I have made to create a page for Michael Lawrence, the journalist and CEO. You kindly said you can help me make the article if I provide the sources. Can you help me to do that? I have tried to do it all using the proper channels and have disclosed that I work for the same organisation as Michael.
Thanks — Preceding unsigned comment added by MercadierDCFC (talk • contribs)
- @MercadierDCFC: I remember that I said something like that. But I know nothing of Micheal Lawrence. I will help you to create the article if you provide me all necessary information and sources. And only if the subject has significant coverage in multiple reliable sources. This means that he must meet our notability criteria for biographies. Masum Reza📞 14:38, 29 July 2019 (UTC)

First take a look at WP:YFA and create a draft of of his biography using WP:Article wizard. I will correct your mistakes later.
