Preferably when you convince enough editors that it's the right thing to do. I guess the subject is controversial enough that it is advisable to disregard WP:BOLD here and use talkpages first. But, this athlete fits all the standards to have an article on WP (Olympian, Natuonal Champion, Performance) and has been improved (it is only a stub) with 2 references yet. Thank WP:TWINKLE, I would be too lazy to do this manually :) Okay, that might have been a little overzealous. Just noticed the article has been made yesterday, I probably should have waited a few days. Still, I guess you should know already what policies like WP:V expect from articles: reliable, independent sources that discuss the subject in depth, allowing to write an article more than three sentences long.
