I wanted to check again about the quality of the secondary sources, as it will largely be university/institutional news releases that will independently announce the annual award winners (alongside the Society's announcements). Would these not count as quality/reliable/independent secondary sources? I have also attempted to identify other independent sources, such as the British Educational Research Association, as well as from Senedd Cymru, the Welsh Parliament (national legislature).
This is an award from the national academy for Wales (see Learned Society of Wales) and the award is named after a famous educator in Wales (Sir Hugh Owen), so feel this should easily address notability for the top national educational research award.
