It tells you in the decline notice which you have since deleted inappropriately..."This draft's references do not show that the subject qualifies for a Wikipedia article. In summary, the draft needs multiple published sources that are:

in-depth (not just passing mentions about the subject) reliable, secondary, independent of the subject Make sure you add references that meet these criteria before resubmitting. It has not been declined again you have NOT submitted it for review, I merely replaced the previous decline which you had removed and please note Wikipedia cannot be used as a source, it is user edited so not reliable.
