Hi, thanks for message. Please add your messages to the bottom of the talk page, or they may be overlooked. If you post an article it will be assessed as it stands. If you don't want that to happen, you should write it as a draft. Please read Wikipedia:Civility, and note that we are all volunteers, you can't expect an instant reply. I deleted your article because

  • it did not provide independent verifiable sources to enable us to verify the facts and show that it meets the notability guidelines. Sources that are not acceptable include those linked to an organisation, press releases, YouTube, IMDB, social media and other sites that can be self-edited, blogs, websites of unknown or non-reliable provenance.
  • you gave some no references of any kind. There was a link at the bottom which went to a picture of a book. If you meant to give the book as a reference, give full details including authors, publisher and page number(s). This book appears to have a pdf so you should link to that instead of the picture. Note that references should be in-line so we can tell what fact each is supporting, and should not be bare urls. Normally we would also expect more than one independent verifiable source to show notability.
  • It's difficult to see why this is notable. The text is completely unreferenced, and the only person listed with the name apparently isn't notable enough for to have a wikipedia article
  • it was written in a promotional tone. Articles must be neutral and encyclopaedic. The collection of unsourced facts appears intended to promote the name, and examples of unsourced claims presented as fact include: famous, sung in the old ceremonial songs... enlightener...
  • the article was created in a single edit without wikilinks or references, and looks as if was copied from an unknown and possibly copyrighted source. Copyrighted text is not allowed in Wikipedia, as outlined in this policy. Note that a translation of copyright text is still a copyright violation.

The article is clearly not ready, but I'm prepared to restore it as a draft. Before I do so, you will need to make sure that the topic meets the notability criteria linked above, that you can find independent third party sources and that your text is not a copyright violation or a verbatim translation. The other thing that occurs to me is that if you translated a Russian Wikipedia page, you should be aware that our rules are not necessarily the same as Russian Wikipedia, and are generally stricter. Translating a Russian Wikipedia page will not create a copyright issue unless the Russian page itself has its text copied from another source. I note that you have translated the Russian Wikipedia article, although that only has one fact that is actually referenced, namely Урусбиев Асланбек Мырзакулович (1840-1897(8)) - Полковник русской императорской армии.[1]. that's probably why you ran into problems with the higher requirements here. However, you seem to have found some other sources. Note that your references don't have to be in English, although that's preferred. Do you want me to restore the text as a draft for you to improve?
