Yes. How do you even know when a consensus is reached?
You start a discussion, say what changes you want, and ask other for approval or even say "any objection". If no objections after a few days, then make the change. Easy. Add four tildes at the end of your message. It automatically makes your signature after you click save. Like this:

Indent your posts with colons, like this:

I like bunnies.

At Wikipedia, if you wish to change the last stable version of the article, you need consensus.

I was working on the talk page and edits were made by another use without a consensus in the same thread on the talk page, but not directly related to the discussion. Working on the talk page? Doug Weller made the edit 19:33, 19 November 2018. You said nothing for 2 days. No objection. No request for him to revert. You could have not reverted and written on the talk page "What gives someone else the right to make changes without consensus but not me?" Instead, you just restored your version.
And it is not about what give others the right, it is about what gives you no right. You are the one who edit warred, ignored warnings, and got blocked.
Use the talk page.

He made no comment relevant to the thread that I started. I've used the talk page. He made edits without using the talk page. Am I supposed to revert his edits? Do I need to report him for making edits without consensus?
