I noticed that while you provided a valid copyright licensing tag, there is no proof that the creator of the file agreed to license it under the given license.

Arvind Padhee is a civil servant of India and there are many other pages of civil servants of India why those page are not being deleted.

[edit]The article was deleted after a deletion discussion at Wikipedia:Articles for deletion/Arvind Padhee. If you believe you can show WP:Notability, make a draft article in your user space by clicking on Help:Userspace draft and filling in the title. Then ask the administrator who closed the discussion, user Crisco 1492 (talk) for permission to post it. If Crisco does not agree, you can apply at WP:Deletion review.
But before you start, read WP:Notability (people)and WP:Notability (summary), because notability in Wikipedia's sense is a demanding standard, and it is quite unlikely that an ordinary civil servant will meet it. If you cannot show it, you will be wasting your time. Just being mentioned in a newspaper will not be enough, and I see no sign in the deleted articles that this person is notable enough to have an encyclopedia article.
