Your conjecture about the Spanish giving the current Mexicans an inferiority complex regarding the behavior of the Aztecs is just that. Conjecture. Since Mexico hasn't been ruled by the Spanish since 1821, or 200 years the fact that this "statement of fact" is added just deflects criticism from the current way Mexico governs itself and its people.
