I can see you have attempted to nominate this article for speedy deletion, but the appropriate speedy deletion wasn't specified - you just added Category:Delete.
The article has now been added to Category:Candidates for speedy deletion, but with a speedy deletion rationale.
I would encourage you to create an account to make this sort of things easier.
It so just happens I can read a little Chinese and can see that Shenqipu (the standard transliteration of 神器譜 without diacritics) has never been created on en.wp. Over at the Chinese language Wikipedia, the author of the 神器譜 is asserted to be zh:趙士楨. The standard transliteration would be Zhao Shizhen... and kits, cats, sacks, and wives...
