In summary of the many important underlining themes of the Small Wars Manual, they address the general importance of preparing to occupy foreign countries under military control to re-establish order and safety in a wartorn environment that is in need of military protection. The manual prompts the idea for military commanders to thoroughly create a plan that will help regulate and manage the areas of conflict to help not only establish stability in the country but to also aid the countries government and help it reorientate itself. The manual also has chapters addressing civil relations with the local government and cooperation with the law-enforcement agencies. The manual emphasizes the importance of not taking control of the country and its government but rather helping it re-establishing control and maintaining peace among the populace. The manual also creates an understanding of revolutionary tendencies and rebel fundamentalism, to give officers an understanding of the insurgents and why they are causing violence towards the country and its government.
