Before Metrolinx completed the Union Pearson Express there were no Pearson International Airport rail links. On February 7, 2017, the Greater Toronto Airport Authority released plans to develop a transit hub adjacent to the airport, which would add additional rail links.[1][2][3][4][5] The hub was referred to as a "western Union Station".

The plans were to complete the hub by 2027.[1][2][4]

The hub and its rail links would be placed where there is currently a large parking structure.

The Eglinton Crosstown light rail route changed, while its plans were being developed. Some early plans placed its western terminus at the airport. When approved, its western terminus was at Weston Road and Eglinton Avenue, approximately eight kilometers from the airport. After fatal flaws were revealed in newly elected mayor John Tory's SmartTrack surface subway's Eglinton leg, a second phase of the Crosstown was proposed extending it to less than two kilometers from the airport. The GTAA's plan calls for the Crosstown to be further extended back to the airport, after all.
