"You have to earn it, but once you get it, it has its privileges. POW status is sort of like that -- you have to earn it, and if we give this status away without having combatants earn the status, then there is no incentive for them to comply with the laws of war. Then, not only would troops be in greater danger, but civilians would be in greater danger."
