I don't have the time at the moment to investigate but from an article that I read [1], it seems that they don's use Android, they use a "fork" of Android which is not the same, probably they don't use Google Play, etc. - Fernando
The company does use a "fork" or an AOSP ROM of stock Android called MIUI. They have 2 versions. Since Google is banned in China since their anti-CPC controversy and that the problems compromising between Google and China's media censorship Xiaomi has a China Rom that doesn't have Google apps at all. They have a Global Rom that does come preinstalled with all google apps. The confusion doesn't come from that. It is because MIUI is different from most roms. They changed android to where it really doesn't look like it except for having widgets available and a few basic menus. Some people think it is more iOS because they think the icons look familiar and there isn't a app drawer.
