West Virginia Athletic Union

According to the article linked in footnote 2, the "colored" high schools had their own governing body, the West Virginia Athletic Union. Is it really fair to refer to these schools' champions as "unofficial" because the white governing body did not (and apparently does not) recognize them? It is hardly their fault that the "official" sanctioning body of the day had a policy precluding their membership and participation.
