For future articles in English, note that the 'See also' section is for listing other Wikipedia articles (not the Bibliography); it's also helpful to use the most specific category possible. I considered moving the article to Water agency, but perhaps its best kept where it is for now as there are other European boards that might reasonably have pages here (like the Spanish one). Remember to link it from other pages to integrate it into the project (I've done so from Water board).
