1970 election

Hello, I have detailed returns (here) from the Election System of the US Virgin Islands showing that Ron De Lugo was elected "Washington Representative" as early as 1970, however, this page states that the congressional district wasn't established until 1973, and the source listed on the page only dates back to 1972.
