The Islamic Republic of Iran already existed in 1917 ??

"With the dissolution of the Russian Empire, a 147 km part of the Julfa-Tabriz line was acquired by the Islamic Republic of Iran Railways" says the article. I changed the country / regime name.

So, the Islamic Republic of Iran existed already in 1917 ?
