– It's not clear that this film would be a true WP:PRIMARYTOPIC for the plain title "The Falls" — there's no strong evidence that it's highly meganotable enough to override everything else in the disambiguation page, including three other films. Rather, it appears to be at the plain title solely because its article existed before any of the others did — but "first come first serve" isn't how this works, "is this topic so much more important than all of its other namesakes that it has a rightful claim to primary topic status while everything else is bumped down to disambiguated titles" is how this works.
