Seems the plaque should be transcribed. Don't have the time to figure out how to format it right now, but there is the transcriptision:

Don't think so, no more than taking the photograph is. But more importantly, IMHO excluding it is an accessibility problem for blind WP users, though it appears not to be forbidden specifically by WP:accessibility.
