- I pondered this too. I think because it governs the schools and is not possessed by them, the answer is no. Certainly, the sources don't use one and a quick Google of "schools sub-committee" suggests that this is the norm.

- I think the issue here was that I had subtracted the figure from "Students not in education or employment for at least two terms after study", which yielded 94% and 87% for SJSF and England, respectively. However, I can see that there is an "unknown" figure, so I've subtracted that too and tweaked the sentences to show that I'm also including apprenticeships in employment.
