Page should be reviewed again, below are some notes on his notability.
It's notable that he directed the official music video for the Paramount Pictures produced motion picture TERMINATOR: GENYSIS https://www.youtube.com/watch?v=XSLFITzW0nA
see BET article regarding his work with AKON http://www.bet.com/news/music/2014/03/11/akon-opens-up-about-b-howard-being-michael-jackson-s-son.html
IFC Channel article on Billy Corgan that touches on Robby Starbuck's work http://www.ifc.com/2011/07/billy-corgan-and-the-fools-journey-part-1
I searched for his reach online to find his YouTube page has nearly 100 million views and 100,000 subscribers. This rationally tells me that his work is notable to many people.
From the previous citations on the deleted page page his work for Smashing Pumpkins, Akon, Eve, Sarah Bareilles, Megadeth, Snoop Dogg, Shiny Toy Guns and Metric is notable by community standards. He has been nominated for the best video music video award at the MMVA's on Much Music in Canada as well which was cited on the old page.
I believe this entry falls into a category where the notability is very much established online but not in traditional old "news" so we should take a look at this if for nothing else to discuss the notability of internet notability and traditional media. Please discuss.

- I am not seeing anything that rings the Notability bell. See WP:BASIC and WP:CREATIVE. YouTube is not a reliable source. The AfD determined with a strong consensus that the coverage was insufficient to establish encyclopedic notability. I am unsure why this is being revisited. -Ad Orientem (talk) 18:17, 13 June 2016 (UTC)
