[edit]The linked source (CRS Report to Congress) does state "The ports allow cargo to move to and from 33 states on the Mississippi River or its tributaries" (the exact words are apparently plagarized in the article). The Mississippi River drains 31 states and 2 provinces, but many of these do not have any cargo ports. For example, any cargo traveling by water from southwestern New York state will sent through the St. Lawrence Seaway, not down some creeks into the Mississippi system.
