You asked for three clear references that address the subject's notability, and they are included below. I also want to note the bulk of references to many notable and reliable sources including Die Welt, Westword, Artforum, The Courier-Mail, Folio Weekly, 5280 Magazine, and Syracuse University lend further legitimacy to the notability of the subject.

Reference 1: Widewalls [1] Widewalls is a secondary source covering art world news. See this link for examples of this coverage. Widewalls also has a Wikipedia precedent of being used to establish notability in many articles regarding contemporary and street artists. See Tauba Auerbach, MadC, Betty Tompkins and Felipe Pantone for example. This article focuses exclusively on Paul Weiner, his history as an artist, and his conceptual influences.
Reference 2: Brown, Phil (21 January 2017). "TRACE ELEMENTS: KIMBERLY ROWE AND PAUL WEINER". The Courier-Mail (Brisbane News). The Courier-Mail has the fourth-highest circulation of any daily newspaper in Australia. This article is a review of Weiner's exhibition at TW Fine Art in Australia and discusses Weiner's international reputation as well as his series of paintings addressing the Aurora Theater Shooting.
