I'm not sure how orthodox are questions as titles, but I think that something like "Right to self-defense for non-state groups" may be better than "Do non-state groups have the right to self-defense?"

MOS:SECTIONSTYLE agrees with you, so I've made the update. Following the advice there to not refer to a higher-level heading I went with Applicability to non-state groups but if anybody prefers a different phrasing they should feel free to change it without asking me.
