How did this apply to those who already had dogs?

I'm seeing in one paragraph that you can't have more than one dog per family (or an oversized dog), and in another paragraph aren't allowed to abandon dogs either. So I'm wondering what those who had two dogs (or an oversized dog) was supposed to do with the extra(s)? Were they grandfathered in or not? Jon (talk) 17:37, 24 March 2008 (UTC)[reply]
The BBC article shows that Shanghai, at least, is allowing previously existing dogs to survive. I'm not sure what people're supposed to do with puppies, though. Surely they don't have to give them away the instant they're born? Or are all dogs now required to be sterilized? Soap 20:32, 24 February 2011 (UTC)[reply]
