State owned/ Partially state owned

I wanted to open up a discussion on the distinction between state-owned and partially state owned, as it looks like this has gone back and forth between multiple editors on this page in the past. Recent articles from Global News in Canada (article 1, article 2 state that the company is partially state owned and noted that CNNC owns 16 percent of Nuctech. These articles also say they were corrected on ownership, which reliable news orgs generally don't do without good evidence. The definition of state-owned enterprise can vary widely, but Wikipedia's State-owned enterprise page currently defines it as the government having full, majority or significant minority ownership. 16 percent does not seem like a majority or significant minority stake. Partially state owned is used for other Chinese companies including Dahua Technology and Harbin Pharmaceutical Group.Srbsf7 (talk) 14:16, 9 June 2021 (UTC)[reply]
