Loud music

Around 4pm the loud music begin, l waited until 7:06pm to make a complaint. I called 911 someone connected me to 311.I told about loud music at 1228 Cedarcroft Rd. I was told that a police officer would be deployed. The music never stopped. In fact,I made two phone calls to 311.The call was made at 9:30pm. It is now 10:31 and the loud music is still continuing. I believe the police never came.
