I’m too close to this issue to edit directly, but among the issues that should be noted are (1) The Hong Kong agreement was the first free trade agreement ever signed by the PRC; (2) it provides for liberalization of trade and investment; and (3) the agreements specifies Hong Kong as the preferred international financial center.
