I dont think this has to do anything with ethnic group or such all the names listed in List of people from Jammu and Kashmirare already included in List of Kashmiri people. People from Jammu and Kashmir /literature

Under this banner ,I added Rahman Rahi.There is an existing page in wikipedia for Rahman Rahi.Another name added,is Shafi Shauq. There is an article about him, under revision in Draft form. He has attained excellence and has received a number of awards. One reference is available in Wikidata. There are other references which I could not upload due to my little experience in editing. Following on from our discussion at Wikipedia:Editor assistance/Requests (permalink) & my reversion of your edit :-

With an eye to the laws & sausages metaphor it's not the wiki's practice to expose its internal processes in the text of articles. A check of Special:WhatLinksHere/Wikipedia:Notability shows that the only exposure of WP:N in articles is through the use of templates such as {{r from subtopic}} on redirects (which readers won't see) and of {{notability}} tags on articles.

The page's editnotice is sufficient for editors. Readers don't care about our criteria so long as the names listed link to articles. Cabayi (talk) 20:03, 19 January 2021 (UTC)[reply]

What I perhaps misunderstand you to say here is that linking to WP:N is a bad idea because it has never been done before - or, if it has, it has always been reverted because it has never been done before. If that is what you are saying (and, again, I may have it wrong) then it seems to elevate the status quo over improvement. Perhaps what I am missing is a discussion where the community reached consensus that policies should never be linked from the body of an article. If so then please point me to that discussion.
