Comments about only listing schools with articles

I saw the internal comments, but I added an exception... if the schools are listed on a database by a national government. That's how I decided to allow the German School of Rourkela (listed by the West German government) and the Japanese School of Calcutta (listed by the Japanese government ministry MEXT) - Neither has an article but I strongly feel they should be listed due to their ties to national governments. Both don't exist anymore, BTW
