Power rankings table - Starting vs Continuous Tractive Effort

The table references Continuous Tractive Effort, but I can't find much guidance on how to translate between Starting TE (which has a formula on the Tractive Effort page) and Continuous at certain speeds. However, there was a thread on Reddit a while ago (since deleted, but here's the link anyway). Based on some notes I made a long time ago which I think came from that thread, Starting TE divide by three for passenger at 50mph, or divide by two for freight at 25mph, gives the necessary continuous tractive effort values to apply to the LMS power table.
