Leaving this as a note to KidAd. I am heading off to bed right now, but in around 8 or 10 hours I will get back to this page. I will work on his tenure as sheriff and deputy sheriff using Newspapers.com and hopefully find a yearbook photo of him (as thankfully most of the older ones didn't have copyright notices in them). - Jon698 talk 9:32, 28 July 2020 (UTC)

@KidAd: I found a picture of him from his school's yearbook although his facial expression is lacking. Hopefully one day all 50 states will put politician portraits into the public domain like they do in California and Florida. - Jon698 talk 18:19, 28 July 2020 (UTC)[reply]

There is another Frank Howard who has received coverage while contesting Maryland's 6th congressional district in 2016. He was unsuccessful, and as such does not meet WP:NPOL. Until an article is created with evidence of WP:GNG for the Marylander, disambiguation by national origin seems distinct enough for the purposes of WP:NCDAB. Examples of this being done only when necessary, not preemptively, include the disambiguation page William Allen and several more listed at Talk:Robert E. @Vycl1994: Thank you for telling me that I didn't know. I searched on Newspapers.com and found Frank L. Howard, an attorney who served as a town supervisor and more importantly as a member of the New York State Assembly for three terms. Good find. Redlinks to Frank L. Howard already exist from 131st New York State Legislature, 132nd New York State Legislature, and 133rd New York State Legislature, which will have to be changed to Frank Howard (New York politician) because the article Frank Leslie Howard is about a notable scientist. All I'm saying is that the hatnotes paired with the WP:NATURAL disambiguation provided by the commonly used middle names (if applicable, which it is in the first proposal) make for a better solution than parenthesis. It's worth noting that WP:NATURAL makes pretty clear that parenthesis should only be used ...when none of the other solutions lead to an optimal article title. --PuzzledvegetableIs it teatime already? 19:13, 31 July 2020 (UTC)[reply]
There is no confusion about the need to respond regarding the placement of the hatnotes, although you are, of course, correct that it is only a side issue here. The understanding at WP:NAMB is that human name {{hndis}} disambiguation pages rarely require hatnotes beyond the WP:PRIMARYTOPIC, thus John Williams has a hatnote — This article is about the composer. For other people named John Williams, see John Williams (disambiguation). However, the entries for the other 182 men named "John Williams" have no need of such a hatnote since users are expected to find the object of their search at the John Williams (disambiguation) page.
In the case at hand, the Frank Howard disambiguation page has no primary topic, thus none of the 13 entries listed there has need of a hatnote since anyone searching for someone named "Frank Howard" will simply type the name and sort it out at the dab page. Alternatively, a user who types a specific main title header, such as Frank Ernest Howard or Frank Leslie Howard knows precisely the object of search and needs no further direction. Although I voted in support of Frank A. HowardFrank Howard (Louisiana politician), I see your point as well as the links presented by Station1 above (at 19:45, 30 July 2020) confirming that this Frank Howard was occasionally referenced as "Frank A. Howard". Also, I should backtrack on my assertion that none of the 13 entries at the Frank Howard dab page needs a hatnote. Two of the men listed there (Frank Howard (New York politician) and Frank Leslie Howard) have been occasionally or frequently known as Frank L. Howard, which redirects to the Frank Howard dab, thus your hatnotes atop those two pages would appear to be justified, unless someone feels otherwise. —Roman Spinner (talkcontribs) 21:20, 31 July 2020 (UTC)[reply]
