Ottawa is a megacity?
[edit]A megacity is, according to the article, is a city with a population in excess of 10 million people. Ottawa is no where close. --Richman271talk/con 23:44, 22 July 2006 (UTC)

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. Dates of use?
[edit]The article text says that the old flag was in use since 1901, but the caption says the one pictured was in use from 1987-2000. Is anyone familiar with the reasons behind this discrepancy? (Like, perhaps the crest was only added in 1987?) -- RealGrouchy (talk) 23:05, 18 September 2008 (UTC)
