Rename?

Wouldn't this page be better renamed and reworked as Office of Passenger Rail Franchising (OPRAF) which is currently an empty link in some pages? The organisation does seem more notable than individual directors. 84.92.241.186 (talk) 19:03, 18 January 2008 (UTC)[reply]
