Land-locked vs. no naval harbour

"Today, land-locked states which have merchant vessel fleets include Austria, Azerbaijan, Bolivia, Ethiopia, Hungary, Laos, Luxembourg, Mongolia, Moldova, Paraguay, Slovakia and Switzerland."

Even though some countries have no Sea-coast, they are still able to access the seas:
